Apply for a Vehicle Licensing Certificate

This service allows you to obtain a variety of official vehicle licensing certificates issued by the Licensing Agency. These include the Vehicle Ownership Certificate, Vehicle Non-Ownership Certificate, Vehicle Clearance Certificate, First Owner Registration Certificate, and Non-Registered Vehicle Certificate. You can also request a “To Whom It May Concern” Certificate for Dubai Customs, an Insurance Refund Certificate, a Tourism Certificate (for use outside the UAE), a Return from Tourism Certificate, and an Exported Vehicle Certificate. Furthermore, a Statement of Registered Vehicles is available. At any time, you can verify the validity period of any certificate issued by the Licensing Agency.

In case of using the vehicle for tourism purposes

Citizens and GCC Nationals

  1. Emirates ID
  2. If the vehicle is mortgaged, an eNOC from the mortgagee
  3. eNOC from the Automobile and Touring Club of the UAE (in case of driving the vehicle outside the GCC)
  4. Electronic technical inspection if the vehicle returned from tourism

Residents

  1. Emirates ID
  2. If the vehicle is mortgaged, an eNOC from the mortgagee
  3. eNOC from the Automobile and Touring Club of the UAE
  4. Electronic technical inspection if the vehicle returned from tourism

Commercial Companies

  1. Emirates ID of the authorised person
  2. Official letter from the company
  3. Copy of the Trade Licence
  4. Memorandum of Association for the company, translated into Arabic (legalised translation)
  5. If the vehicle is mortgaged, an eNOC from the mortgagor
  6. eNOC from the Automobile and Touring Club of the UAE
  7. Electronic technical inspection if the vehicle returned from tourism
Commercial Companies (Free Zone)
  1. Emirates ID of the authorised person
  2. Official letter from the company
  3. Copy of the Trade Licence
  4. Memorandum of Association for the company, translated into Arabic (legalised translation)
  5. Letter from the Free Zone authority of Jafza, Dubai Media City, or Dubai Airport
  6. If the vehicle is mortgaged, an eNOC from the mortgagor
  7. eNOC from the Automobile and Touring Club of the UAE
  8. Electronic technical inspection if the vehicle returned from tourism

Governmental and Semi-Governmental Entities

  1. Emirates ID of the authorised person
  2. Letter from the governmental entity
  3. If the vehicle is mortgaged, an eNOC from the mortgagor
  4. eNOC from the Automobile and Touring Club of the UAE
  5. Electronic technical inspection if the vehicle returned from tourism

Diplomatic Bodies

  1. Emirates ID of the authorised person
  2. Official letter from the Ministry of Foreign Affairs
  3. NOC from the Ministry of Foreign Affairs (if the plates of the registered vehicle are consulate plates)
  4. If the vehicle is mortgaged, an eNOC from the mortgagor
  5. eNOC from the Automobile and Touring Club of the UAE
  6. Electronic technical inspection if the vehicle returned from tourism

  3. Vehicle exceeding 12 tonnes: 200
  4. Light mechanical equipment: 100
  5. Heavy mechanical equipment: 200
  6. Bus with a number of passengers between 14 and 26: 100
  7. Bus with a number of passengers exceeding 26: 200
  8. Motorcycle: 100 AED

To Print the Statement of Registered Vehicles

  1. 100 if the traffic file has between 1 and 100 vehicles
  2. 500 if the traffic file has between 101 and 300 vehicles
  3. 1,000 if the traffic file has more than 300 vehicles
  4. +20 Knowledge and Innovation fees

  1. Note*: A fee of 20  will be added for Knowledge/Innovation for services valued at 50 or less.
